[摘要]“ 公益一类财政供给、公益二类绩效管理”是提高采供血机构管理水平,探索既实行财政全额保障政策,又落实“两个允许”要求的重要内容。广州市为进一步加强公共卫生队伍建设,创新公共卫生事业单位绩效工资管理机制,健全待遇保障、考核评价和激励机制,全面提升公共卫生保障水平,促进公共卫生服务能力提质增效,将广州市疾病预防控制中心、广州血液中心、广州市皮肤病防治所作为实行“公益一类财政供给、公益二类绩效管理”的试点,我中心积极贯彻落实政策方针,建立长效的政府财政机制,完善绩效工资总量动态调整机制,推动“公益一类财政供给、公益二类绩效管理”的全面实施。 |

[Abstract] "Public welfare of category Ⅰ relying on financial supply and public welfare of category Ⅱ relying on performance management" is an important part to improve the management level of blood collection and supply institution, and to investigate the implementation of both the full financial guarantee policy and the requirements of the "Two Permissions". In Guangzhou province, in order to further strengthen the construction of public health team, innovate the performance-based salary management mechanism of public health institutions, improve the treatment guarantee, assessment and incentive mechanism, comprehensively improve the level of public health guarantee, and promote the quality improvement and efficiency improvement of public health service capacity, Guangzhou Center for Disease Control and Prevention, Guangzhou Blood Center and Guangzhou Institute of Dermatology have taken the"public welfare of category Ⅰ relying on financial supply and public welfare of category Ⅱ relying on performance management" as pilot projects. Our center actively implements policies and guidelines, establishes a long-term government financial mechanism, improves the dynamic adjustment mechanism of total performance pay, and promotes the full implementation of "public welfare of category I relying on financial supply and public welfare of category II relying on performance management". |
